How do you get a credit card with no credit?

How do you get a credit card with no credit? I used to have a credit card when I was 18 lost my job had bad credit then eventually paid it off(had it charged off)the only thing thats on my report now is my membership at Bally.Now that I am 22 Ive tried to apply for credit cards at bank of america and Citi Bank and they wont let me get one and i recently went to see if i can get credit for a car and i was told that i have no credit.Now all i want to do is to go to school but you cant get any loans with no credit. Is there a way i can get a credit card just to build my credit so i can go to school and get a car?
